Q: What are the possibilities to get downtown from Changsha Airport? Are there enough taxis working on 29 January to go by cab?
A: There are shuttle bus service between Changsha Huanghua International Airport and downtown Changsha. January 29th is the Chinese New Year this year, so there may be fewer vehicles in services, including cabs. If not taxis, the shuttle buses should run insofar as the airport is open - not sure about the particular hours, though; normally it is every half an hour or so. The city end of the shuttle service is Minhang Jiudian (Civil Aviation Hotel) in downtow area, close to Changsha Railway Station. The ride from the airport is about 40 minutes. There is also a city bus line linking the airport and the city; don't know if it's going to be in operation on that particular day.
