| | A: It is not clear what you mean by "I have been refused visa to macau on condition i dont have visa." Do you mean you were prevented from entering Macau because you do not have a visit to Macau and only have a visa to visit Mainland China?
Macau is a Special Administrative Region of China. It has visa requirements separate from those of Mainland China. So a visa to visit Mainland China does not guarantee you a visit to Macau.
While visitors from some countries can visit Macau visa-free for certain periods of time, citizens of other countries must have visa to enter Macau. Ghana does not seem to be on the visa-free countries. You'll find the said information on this page of the Tourism Offic of Macau:

One can apply for a Macau visa through diplomatic or consular offices of China - a Chinese embassy or consulate that is close to you. Macau's foreign affairs are handled by the central government of China. If your visit to Macau is arranged by a travel agency, the agency can apply for visa on your behalf.
As you may notice, on the web page of the Macau Tourism Office mentioned above, it is stated that "Visas are also available on arrival in Macau at the Immigration Services for a period of 30 days." So theoretically one can apply for visa after arriving in Macau. Don't know if this applies in your case. In any case, if you know for sure before hand that a visa is required of you, you probably should deal with the issue before you set out.
